I've seen some sites advertising guaranteed traffic. You know like 12,000 visitors in the next 30 days.

Are they a con? And if the traffic could be targeted traffic. Would it make any difference?

My Answer :
Sure it can be guaranteed but it could be 10,000 visits from the same bot, or through proxies. Or some other useless traffic.
Sure 10,000 visitors will appear in your logs but you won't make any sales from them (most likely).
